Labour Force Statistics, April 2021
In the Household Labour Force Survey as of January 2021, simultaneously with the European Union (EU) countries; new regulations have been made in order to comply with the 19th International Conference of Labour Statisticians (ICLS) Resolutions of the International Labour Organization (ILO) and the relevant EU regulations. With the 19th ICLS, supplementary indicators were defined in addition to employment and unemployment in order to better follow the developments in the labour market. These supplementary indicators, which are published by the Statistical Office of the European Union (Eurostat), have started to be included in this press release.
Labour Force Statistics, which are published monthly as three months moving averages in current have been published as independent monthly estimates since 2021. Detailed information on the new regulations can be found in the metadata.
Seasonally adjusted unemployment rate realized as 13.9%
The number of unemployed persons aged 15 years old and over increased by 275 thousand to 4 million 511 thousand persons in the April 2021 in Turkey compared to the previous month. The unemployment rate occurred as 13.9% with 0.9 percentage point increase.
Seasonally adjusted employment rate realized as 44.2%
The number of employed persons decreased by 193 thousand to 28 million 56 thousand persons in the period of April 2021 compared to the previous month. The employment rate occurred as 44.2% with 0.4 percentage point decrease.
Seasonally adjusted labour force participation rate realized as 51.3%
The number of persons in the labour force realized as 32 million 567 thousand persons with 83 thousand persons increase in April 2021 compared to the previous month. Labour force participation rate was 51.3% with 0.1 percentage point increase.

Seasonally adjusted youth unemployment rate was 25.6%, employment rate was 32.0%
The youth unemployment rate in the 15-24 age group was 25.6% with 0.1 percentage point increase compared to the previous month and the employment rate was 32.0% with 0.5 percentage point increase. The labour force participation rate in this age group realized as 43.0% with 0.8 percentage points increase compared to the previous month.

54.2% of seasonally adjusted employment was in the services sector
In April 2021, the number of agricultural employment increased by 62 thousand persons, construction increased by 9 thousand persons while industry decreased by 212 thousand persons and services decreased by 52 thousand persons. According to the distribution of employment by sector; 18.0% was employed in agriculture, 21.3% was employed in industry, 6.4% was employed in construction and 54.2% was employed in services.
Seasonally adjusted composite measure of labour underutilization rate realized as 27.4%
In April 2021, the rate of composite measure of labour underutilization consisting of time-related underemployment, potential labour force and unemployment was 27.4% with 1.7 percentage point increase compared to the previous month. While combined rate of time-related underemployment and unemployment realized as 19.9%, combined rate of unemployment and potential labour force realized as 21.9%.

Unemployment rate realized as 12.9%, employment rate realized as 44.2%
Unemployment rate realized as 12.9% with 0.1 percentage point increase compared to same month of the previous year. The number of unemployed persons increased by 468 thousand to 4 million 166 thousand persons compared to same month of the previous year.
Employment rate realized as 44.2% with 3.9 percentage point increase compared to same month of the previous year. The number of employed persons estimated as 28 million 83 thousand persons with 2 million 987 thousand persons increase compared to same month of the previous year.
Labour force participation rate was 50.8% with 4.6 percentage point increase compared to same month of the previous year. The number of labour force estimated as 32 million 249 thousand persons with 3 million 455 thousand persons increase compared to same month of the previous year.
The rate of unregistered employment in the non-agricultural sector was 16.4%
In April 2021, the rate of unregistered employment, which indicates the share of employment who are not affiliated with social security institution in total employment realized as 28.4% with 0.8 percentage point decrease compared to the same month of the previous year. The rate of unregistered employment in the non-agricultural sector realized as 16.4% with 0.7 percentage point decrease compared to the same month of the previous year.

Coverage of persons: All private households who are living in the territory of Republic of Turkey are covered. Residents of schools, dormitories, kindergartens, rest homes for elderly persons, special hospitals, military barracks and recreation quarters for officers are not covered.
Geographical coverage: All settlements in Turkey have been covered in sample selection.
Method of Sampling: For Household Labour Force Survey, two-stage stratified cluster sampling method was used. Based on adress, a rotation pattern is formed to ensure a 50% of overlap between two consecutive periods and in the same periods of the two consecutive years and 8 sub samples have been used at each period. In design of the study, sample size has been equally distributed to the weeks, which will be applied in each term. In determining sample volume size Eurostat regulation numbered 577/98 is based on. In design of the study, administrative division of the year 2014 is based on. The estimate size of the study is periodically the whole Turkey, annualy is the NUTS Level 2.
Weighing: Weighting is a method used to obtain parameters from the data set resulting from sampling so as to represent the universe. In the study, while reaching the final weight, the design weights have been calculated depending on the selection criteria; have been controlled for external distribution and corrected for non-responses. In weightning, age group, gender, NUTS Level 2, urban-rural and household size are based on as external control.
Data sources: Data were collected from the households which were selected by defined sampling method. Statistical unit used is “household” in labour force surveys. Demographic information (age, sex, educational status, relationship to household head) is asked to all members of the household. But, questions on labour force status are asked for persons 15 years old and over.
Data collection method: Before 2020 for the purpose of data collection Computer Assisted Personal Interviewing (CAPI) mode had been carried out. In 2020 and beyond a mixed data collection method in which both Computer Assisted Personal Interviewing (CAPI) and Computer Assisted Telephone Interviewing (CATI) modes are used together is applied.
