Labour Force Statistics, January 2021
In the Household Labour Force Survey as of January 2021, simultaneously with the European Union (EU) countries; new regulations have been made in order to comply with the 19th International Conference of Labour Statisticians (ICLS) Resolutions of the International Labour Organization (ILO) and the relevant EU regulations. With the 19th ICLS, complementary indicators were defined in addition to employment and unemployment in order to better follow the developments in the labour market. These complementary indicators, which are published by the Statistical Office of the European Union (Eurostat), have started to be included in this press release.
In addition, labour force statistics, which are published as 3 months moving averages in current, will be published as independent monthly estimates as of January 2021. Detailed information on the new regulations can be found in the methodological document in the annex.
Seasonally adjusted unemployment rate realized as 12.2%
The number of unemployed persons aged 15 years old and over decreased by 1 thousand to 3 million 861 thousand persons in the January 2021 in Turkey compared to the previous month. The unemployment rate occurred as 12.2% with 0.4 percentage point decrease.
Seasonally adjusted employment rate realized as 43.8%
The number of employed persons increased by 822 thousand to 27 million 706 thousand persons in the period of January 2021 compared to the previous month. The employment rate occurred as 43.8% with 1.2 percentage point increase.
Seasonally adjusted labour force participation rate realized as 49.9%
The number of persons in the labour force realized 31 million 567 thousand persons with 821 thousand persons increase in January 2021 compared to the previous month. Labour force participation rate was 49.9% with 1.2 percentage point increase.

Youth unemployment rate was 24.7%, employment rate was 30.1%
The youth unemployment rate in the 15-24 age group was 24.7% with 0.7 percentage point decrease compared to the previous month and the employment rate was 30.1% with 0.5 percentage point increase. The labour force participation rate in this age group realized as 39.9% with 0.2 percentage point increase compared to the previous month.

54.5% of seasonally adjusted employment was in the services sector
In January 2021, the number of agricultural employment increased by 366 thousand persons, industry increased by 14 thousand persons and services increased by 451 thousand persons while construction decreased by 9 thousand persons. According to the distribution of employment by sector; 18.6% was employed in agriculture, 21.1% was employed in industry, 5.8% was employed in construction and 54.5% was employed in services.
Seasonally adjusted composite measure of labour underutilization rate realized as 29.1%
In January 2021, the rate of composite measure of labour underutilization consisting of time-related underemployment, potential labour force and unemployment was 29.1% with 0.7 percentage point increase compared to the previous month. While combined rate of time-related underemployment and unemployment realized as 19.7%, combined rate of unemployment and potential labour force realized as 22.5%.

Non-seasonally adjusted unemployment rate realized as 13.4%, employment rate realized as 42.9%
Non-seasonally adjusted unemployment rate realized as 13.4% with 0.7 percentage point decrease. The number of unemployed persons decreased by 226 thousand to 4 million 194 thousand persons compared to the previous month.
Non-seasonally adjusted employment rate realized as 42.9% with 0.6 percentage point decrease compared to the previous month. The number of employed persons estimated as 27 million 115 thousand persons with 162 thousand persons increase compared to the previous month.
Non-seasonally adjusted labour force participation rate was 49.5% with 1.1 percentage point decrease. The number of labour force estimated as 31 million 309 thousand persons with 64 thousand persons decrease compared to the previous month.
The rate of unregistered employment in the non-agricultural sector was 16.8%
In January 2021, the rate of unregistered employment, which shows the share of employment who are not affiliated with social security institution in total employment realized as 28.0% with 3.6 percentage point decrease compared to the same month of the previous year. The rate of unregistered employment in the non-agricultural sector realized as 16.8% with 5.1 percentage point decrease compared to the same month of the previous year.

Coverage of persons: All private households who are living in the territory of Republic of Turkey are covered. Residents of schools, dormitories, kindergartens, rest homes for elderly persons, special hospitals, military barracks and recreation quarters for officers are not covered.
Geographical coverage: All settlements in Turkey have been covered in sample selection.
Method of Sampling: For Household Labour Force Survey, two-stage stratified cluster sampling method was used. Based on adress, a rotation pattern is formed to ensure a 50% of overlap between two consecutive periods and in the same periods of the two consecutive years and 8 sub samples have been used at each period. In design of the study, sample size has been equally distributed to the weeks, which will be applied in each term. In determining sample volume size Eurostat regulation numbered 577/98 is based on. In design of the study, administrative division of the year 2014 is based on. The estimate size of the study is periodically the whole Turkey, annualy is the NUTS Level 2.
Weighing: Weighting is a method used to obtain parameters from the data set resulting from sampling so as to represent the universe. In the study, while reaching the final weight, the design weights have been calculated depending on the selection criteria; have been controlled for external distribution and corrected for non-responses. In weightning, age group, gender, NUTS Level 2, urban-rural and household size are based on as external control.
Data sources: Data were collected from the households which were selected by defined sampling method. Statistical unit used is “household” in labour force surveys. Demographic information (age, sex, educational status, relationship to household head) is asked to all members of the household. But, questions on labour force status are asked for persons 15 years old and over.
Data collection method: Before 2020 for the purpose of data collection Computer Assisted Personal Interviewing (CAPI) mode had been carried out. In 2020 and beyond a mixed data collection method in which both Computer Assisted Personal Interviewing (CAPI) and Computer Assisted Telephone Interviewing (CATI) modes are used together is applied.
