Internationally, lignite and asphaltite are defined as brown coal and classified within this context. In the monthly coal questionnaire, compiled by Eurostat from member countries, lignite and asphaltite come under the heading of “brown coal”. In addition, Eurostat started to assess deliveries to patent fuel plants under the heading of “deliveries to industry (without iron and steel industry)”.
Beginning of 2018, since the outcomes of “Monthly Solid Fuel Statistics” are disseminated  to Eurostat, asphaltite is shown under lignite and deliveries to patent fuel plants are demonstrated under “deliveries to industry (without iron and steel industry). 

 

II. Scope of the data

Sectoral coverage: Enterprises which consist at least 90% of production and import of hard coal, lignite, coke and briquette are covered. Export data are compiled from Foreign Trade Statistics.

Geographical coverage: Turkey.
III. Characteristics of Basic Data Sources

Sources: Data source is enterprises which has either production and/or import /export activity of solid fuels.

Type of data collecting: Whereas data was collected by Regional Offices by face to face interview method until January 2014, then web base data collection has been launched through a software developed specific to this purpose.
I. Analytical Framework, Coverage, Definitions and Classifications

Purpose: The objective of this survey is to produce short term monthly solid fuel (hard coal, lignite, coke, patent fuels etc.) statistics. These statistics cover supply (production/import,/export), stocks and main deliveries of coal used as a fuel.

With this study, solid fuels production, import/export, stocks and main delivery points are determined on monthly basis. The survey meets the need of data consistent with EU regulation and national/international demand.

Classification: Harmonized System (HS) and PRODTR-2010 classifications are used to construct the framework of study.

Definitions:

Hard coal: refers to a coal of gross calorific value greater than 5 732 kcal/kg on an ash-free but moist basis.

Lignite: Non-agglomerating coals with a gross calorific value less than 4 777 kcal/kg and greater than 31% volatile matter on a dry mineral matter-free basis.

Asphaltite : Non-agglomerating coals with a gross calorific value between 4 777 and 5 732 kcal/kg containing more than 31% volatile matter on a dry mineral matter-free basis.

Coke: The solid product obtained from the carbonization of coal, principally coking coal, at high temperature. It is low in moisture content and volatile matter. Coke is used mainly in the iron and steel industry. Also included are coke breeze and foundry coke. 

Briquette/Patent fuel: A composition fuel manufactured from lignite/hard coal. The lignite/hard coal is crushed, dried and moulded under high pressure into an even- shaped briquette without the addition of binders.

Run of mine: Crude form of mine (hard coal, lignite, asphaltite) which is not applied any process after extracting coal from colliery.

Marketable production: Quantities of solid fuels (hard coal, lignite, coke, briquette etc.) extracted or produced, calculated after any operation for removal of inert matter. Production amount which is ready to use will be taken for solid fuel of coke, briquette derived from hard coal and lignite. 

Import/Export: Quantities of solid fuels are considered as imported or exported when they have crossed the custom boundaries of Turkey.

Stock Changes (+/-): It is calculated by this formula: 
SC=Opening Stock amount of month-Closing stock amount of month.
A stock build is shown as a negative number(-) and a stock draw is shown as a positive number(+). 

Delivery: Dispatching the fuel in order to consume. Sales, the amount of inland deliveries and use of solid fuel for own production of enterprise and internal use of enterprise are considered as a delivery. These deliveries come from production, import or/and stocks.

Delivery places: It shows the enterprise delivery points either from production or from imports. The main delivery point definitions are given in the below.

Public power stations: It is an industrial facility for the generation of electric power from fuels (solid, hydro, gas).

Coking Plants: Facility to produce coke from hard coal or lignite.

Patent fuel/Briquette plants: Facility to produce patent fuel and briquette.

Deliveries to iron and steel industry: It covers amount of deliveries to iron-steel products and manufacturer of iron alloy, manufacturer of iron-steel pipe, iron-steel processing and iron-steel casting customers.

Industry (without iron and steel industry): It covers the industry deliveries except the iron and steel industry. It also includes deliveries of enterprises to produce their own electricity.

Other: Deliveries beside the main delivery points mentioned above is shown here. Deliveries to services sectors, households, colliery coal supplied to workers in mines and associated plants and internal use of enterprise except production activity (heating of production units and office etc) are included.

Ratio of deliveries to production: It shows the proportion of marketable production in deliveries. 
Ratio of deliveries to production =(marketable production quantity/Delivery quantity)*100 is calculated with this formula.

International and regional guidelines: Compatible with European Union energy statistics regulation.
IV. Compilation Practices

Data compilation system: Editing and controlling of the data reported by enterprises are carried out by Regional Offices.

Data processing: Monthly data is analyzed by the Energy  Statistics Group. Following the analysis, all errors and mistakes captured in data are sent back to the enterprises to  through Regional Offices. After all corrections, Press Release tables are prepared.

Timing of recording transactions : Data entry starts in the middile of the subsequent month of the reference month and web-based data entry tool is closed at the end of this month.
